Job Purpose

Under the direct supervision of the Director, Corporate Planning and Performance Analysis, the Data Analysis/Corporate Planner will co-ordinate the corporate planning process of the Authority to ensure consistency with the Authority’s strategic objectives and monitor the implementation of the corporate plan.  The incumbent will assist in the preparation of performance reports and lead in the assessment of key performance indicators established for the organization. Also, the Data Analyst/Corporate Planner will assist with formulation of plans, projects, policies and programmes for the Authority to achieve a higher level of productivity and efficiency in providing credible analysis to positively influence the decision-making process of the entity.

Job Responsibilities
  • Provides technical support and guidance to the Divisions, Departments and Units in the preparation of their Corporate and Operational Plans in accordance with Ministry’s directives, priorities and mission; 
  • Facilities, stakeholder participation in the preparation of the Authority’s Corporate Plan and the Corporate Plans of the Ministry’s portfolio Agencies; 
  • Liaises with the Cabinet Office to ensure that the Corporate Plan is driven by the desired National Policy objective; 
  • Co-ordinates and prepares the Authority’s Strategic/Medium Term Plan; 
  • Co-ordinates and prepares the Authority’s Annual Operational Plan; 
  • Co-ordinates performance review meetings within the Authority in collaboration with the Director, Corporate Planning and Performance Analysis; 
  • Provides information to the Director, Corporate Planning and Performance Analyst and relevant stakeholders for speeches, reports, briefs etc. 
  • Collaborates and assists in the preparation of the Authority’s Annual and Bi-Annual Reports, to ensure that plans related to the overall Ministry and National Policies; 
  • Provides assistance and support in the report preparation process; 
  • Assists with the formulation of the unit development strategy, plans, policies and programmes for the Authority; 
  • Assist with the formulation of other cannabis related policies within the Authority and Ministry by extension; 
  • Participates in the Strategic Planning process of the Authority; 
  • Analyses macro-indicators and their effects on the cannabis industry using continuous policy review, and submits critical appraisal reports of projects, policies and programmes for review; 
  • Performs careful analysis and arrange stakeholder’s consultations to ensure accuracy, consistency, relevance and suitability of projects, policies and programmes; 
  • Participates in the process of the publication of information; 
  • Collates and analyses data and trends as well as generates reports to inform the strategic planning and decision-making process; 
  • Applies comparative analysis tools on all data collected by the Authority to identify existing trends with regards to growth, decline or stagnation and recommendations; 
  • Performs any other related duties that may be assigned from time to time by the Director, Corporate Planning and Performance Analysis; 
  • Develops objective, work schedules and plans for carrying out the functions of Data Analysis; 
  • Represents the Authority at meetings, conferences, workshops and seminars locally or overseas; 
  • Consults with both internal and external clients and stakeholders on data processing analysis; 
  • Prepares Terms of Reference, activity schedules and coordinating activities for contract officers engaged to carry out studies and surveys; 
  • Conceptualizes and identifies project ideas and programmes for discussions with international and Regional funding agencies; 
  • Prepares and submits critical appraisal reports of projects, policies and programmes for review; 
  • Performs careful analysis and arrange stakeholder’s consultations to ensure accuracy, consistency, relevance and suitability of projects, policies and programmes for review; 
  • Provide scientific bases for the assessment/evaluation of the planning process

Qualification & Experience Requirements
  • Bachelor’s Degree in Economics, Business Management, Public Administration or any other related field with 2 – 3 years’ experience; 
  • Training/certification in Agriculture Planning/ policy formulation/ policy and analysis would be an asset
Salary Range (per annum)
$3,501,526 to $4,709,163
